Symposium Towards Sustainable Use of Marine Resources: Linking the Blue Economy with Sustainable Economic Growth and Livelihoods of Coastal Communities

Do., 29.04.2027 – Fr., 30.04.2027
Goa, India

Part of the Goa Global Sustainability Summit, to be held in Goa, India, on 29th-30th April 2027

Background and Context
The world's oceans and marine resources are fundamental to global food security, climate regulation, and economic development. The concept of the "Blue Economy" encompasses a wide range of sectors, including sustainable fisheries, aquaculture, marine biotechnology, renewable energy (offshore wind, tidal), coastal tourism, and maritime transport. These sectors collectively support the livelihoods of over 3 billion people, particularly in coastal communities across the developing world.

Marine and coastal ecosystems are under unprecedented threat from overfishing, pollution (including plastics and agricultural runoff), habitat destruction, and the impacts of climate change (ocean acidification, sea-level rise, and warming waters). These pressures jeopardize the health of the oceans and the communities that depend on them, creating a critical need for sustainable management practices.

Governments, international bodies, and investors are increasingly recognizing the economic potential of a sustainable blue economy. Initiatives like India's "Deep Ocean Mission" and the growing global focus on Sustainable Development Goal 14 (Life Below Water) are creating policy frameworks and financial incentives for responsible marine resource management.
Technological and methodological innovation is unlocking new opportunities. Advances in marine spatial planning, remote sensing (satellite and drone monitoring), sustainable aquaculture techniques, fisheries management, and marine renewable energy offer pathways to decouple economic growth from environmental degradation while creating jobs and ensuring food security.

The Modern Need for Sustainable Use of Marine Resources
In food security and livelihoods, sustainable fisheries and aquaculture management are essential for maintaining fish stocks, ensuring a stable protein source, and protecting the incomes of millions of small-scale fishers and coastal communities. Innovations in traceability and ecosystem-based management are vital to this process.

In economic diversification and growth, the blue economy offers immense potential for sustainable economic development. This includes the growth of marine biotechnology (e.g., pharmaceuticals, cosmetics, biofuels), marine renewable energy, and sustainable coastal and marine tourism, which can provide alternative livelihoods and reduce pressure on overexploited resources.

In climate resilience and environmental protection, healthy marine ecosystems (mangroves, seagrasses, coral reefs) serve as critical carbon sinks ("blue carbon") and natural coastal defenses against storms and sea-level rise. Protecting and restoring these habitats is essential for climate adaptation and mitigation. Furthermore, tackling marine pollution (plastics, nutrients) is crucial for ecosystem health and human well-being.
