HAW-Leitungsrunde
At HAW Hamburg, the members of the executive board and the deans form the expanded executive board - the HAW-Leitungsrunde. Pursuant to § 3 of the Rules of Procedure of the HAW-leitungsrunde in conjunction with § 79a of the Hamburg Higher Education Act (HmbHG), the HAW-Leitungsrunde discusses matters of particular importance as well as matters affecting multiple faculties, with the aim of coordinating the decisions of the executive board and the faculties.

Pursuant to § 3 of the Rules of Procedure of the HAW-Leitungsrunde, in conjunction with § 79a of the HmbHG, the HAW _leitungsrunde discusses matters of particular importance as well as matters affecting multiple faculties, with the aim of coordinating the decisions of the presidium and the faculties. In particular, the following drafts are reviewed:
1. the target and performance agreements,
2. the structural and development plans,
3. the principles governing staffing and the allocation of funds, and
4. the financial plans
must be discussed by the HAW-Leitungsrunde before their finalization or submission to the University Council or the University Senate; the drafts of the structural and development plans must be discussed by the HAW-Leitungsrunde before they are forwarded to the faculties.
Before the executive board decides on the future allocation of current and future professorial positions, the HAW-Leitungsrunde must be consulted. Before the HAW.Leitungsrunde is consulted, the affected faculties must be given the opportunity to comment (§ 79, paragraph 2, sentence 6 HmbHG).
The Executive Board regulates the allocation of administrative tasks between the Executive Board Administration and the faculty administrations in accordance with the principles of economic efficiency and effectiveness for the university as a whole. It allocates the necessary facilities, positions, and personnel to the faculty administrations. These decisions must be made following discussion within the HAW-Leitungsrunde (§ 89, Paragraph 3 HmbHG).
Central organizational units may be established to carry out specific tasks of particular importance in research and teaching. Before the executive board adopts the relevant organizational bylaws, they must be discussed by the HAW-Leitungsrunde (§ 92a, paragraph 2 HmbHG).
The executive board decides on the establishment, modification, and dissolution of operational units, as well as on the appointment of their directors. The HAW-Leitungsrunde must be consulted beforehand (§ 93, paragraph 2 HmbHG).
Notwithstanding statutory responsibilities, the HAW-Leitungsrunde is a body for collegial decision-making, consultation, and trusting cooperation at the university’s executive level.

§ 2 of the Rules of Procedure of the HAW-Leitungsrunde, in conjunction with § 79a of the Hamburg Higher Education Act (HmbHG), governs the composition of the HAW-Leitungsrunde. The HAW-Leitungsrunde consists of the members of the executive board and the deans of all faculties. The president chairs the meeting. She is substituted in accordance with the Rules of Procedure of the Executive Board. In addition, the head of the Planning and Strategy Office and the secretary participate in the HAW-Leitungsrunde as permanent guests. If a dean is unable to attend, he or she may be represented by a member of the dean’s office.
